I know you get half of enemy pps when you capture and it is repaired. Many cities are 1 pp do you get 1/2 pt. and they add together as you capture more pps?

No. The income is rounded down to the nearest integer. 1PP cities provide nothing to the conquering nation.

Sorry for this really basic question, but how do I know how many PP a city or fortress is providing each turn?

Also, Serbia at the start of the game gets 20PP. How is this made up - i.e. where exactly do these points come from?

Just hit the spacebar and that will tell you on the map what the cities are directly producing in PP's [;)]

Having some problems seeing this - first turn of 1914 Austria Hungary has 83 PP (counting the numbers on the cities when holding the space bar - but I only see an income of 63 on the managment tab - what am I not seeing

There are two extra mechanics which affect your total income.

- Economic deterioration due to manpower
- War effort

As you recruit and reinforce units, your national manpower reserves drop. Income is reduced proportionally to that, so if you've reduced your manpower pool by 20%, your income follows. In the management tab, this is shown in the column where the icon looks like two men and a % sign.

The CP in the first few turns of the war are affected by War Effort. At the end of each turn, you should see (in your turn report) 'War effort increased to 80%' or something like that. During these early turns, the CP only get a percentage of their total income. It quickly ramps up to 100%.

On cities? They mean that the total provided is lowered. This is usually due to attacks on the city or it being recently captured. In time the numbers will come back up to full value (or half of value if a conquered city).
