Issue orders paused?

I know it wasn't possible in earlier CC games, but has the ability to issue orders whilst paused been introduced in this one? Will it be a feature in the Unity version of CC? Thanks for any info

It is not available in the current game while playing. You can during unit placement before you press Begin....
