how can one simply demote a commander from army command vs. dismissing them them. it's not so much the penalty points, but the fact that they show up as army replacements later on. E.g., dismissing Fremont causes him to continually pop up at the top of list for activation. I'd like to simply demote him and use him in non-combat role as trainer and administrator.

There is no way to demote. You have to follow the dismissal process.
