These(0-0)construction units, that are automatically allocated to rail road repair... can they be any construction support unit, or are they of some specific type? IF they aren't, shouldn't all these construction support units, assigned to battlefront HQs, be reaffected back to OKH, or Army Group HQs, in order to be sent as rail repair? Or is there a limit to the number that can be sent each turn?

I anyone has some insight about how all that works....

Axis viewpoint:
1.Construction units (CBs) may have different designations, but essentially their main job is the same (rail repair).
2.They can be reassigned to whatever HQ you want
3.These units tend to spread within HQs range, where OKH has a range of 90 hexes, Army Groups less, etc. So by moving the units HQ you can somehow determine the main effort of rail repair. A very popular maneuver is to fill up Army Group Antonescu with CBs, place them roughly in the western Ukraine to complete the rail network for AG South.
4.Having some CBs within higher HQs, hence far behind the frontline, is important as long as your rail network is vulnerable to partisan attacks. In other words: as long as there aren't lateral connections between the main west-east routes (1941), a fair amount of CBs should be available in HQs near damaged rail sections for faster repair.
5. Since Axis CBs are said to help digging=increasing fortification levels, lots of Axis players keep 1 or 2 CBs per frontline Corps HQ.

Basically what the guy above me said. However, you'll see the focus change from Rail repair to fortification as the year's pass. When Germany goes on the defense you want several CB's attached to each Corps with several more attached to each army.
