Ok so the way to bag Leningrad is by boming the port of Osinovets until it's beyond 100%.
I've put Northern HQ in the hex with 250 (!!!) AA guns. Guess what, luftwaffe bombs Osinovets and no Flak partcipates.
Now, even weirder, Luftwaffe bombs the HQ, and no Flak participates!!

What's the trick with those AA units?

Running tests on the Road to Leningrad scenario. Northern front in Osinovets with 12 AA gun regiments, all of them 100%TOE for a total of 288 AA guns. Experience is crap, ok, but not one of them fires a single shot whether the port is bombed, or the HQ.
Beats me.

If anyone as an idea...

You need to put AA units directly attached to the City. Then you will see much better results.

But I tried to form AA units using the form/assign button and nothing happens... How do you do it?

ok, let's say that if the port is bombed the AA must be attached to the city to react... but what aout when the HQ is directly attacked?
When do his AA ever react?

Ok, I tried. So apparently it's not possile to form them right in the city, you need to move one attached to a city already into the "national reserve" (50 admin points) and then assign it to Osinovets (another 50 admin).
So its 100 (!!!!!!) admin points to get one AA unit into the place...

Am I wrong or s there something wrong?

I think this is a known bug and being worked on - but I could be wrong.

Now that the bug has been fixed, can Osinovets be protected? If not the Luftwaffe can simply bomb the port and reduce its capacity until all units around Leningrad are isolated. Then after a couple of turns crossing the Neva is a cakewalk for the Germans. How much AA does it take to stop this from happening?

It should be able to be protected. I am not sure how much AA you may need there - probably several units - but if you trace the 1941 Luftwaffe losses you will find that flak is the number 1 killer for the Soviets.

It's quite possible to attack across the Neva even without bombing Osinovets. It requires more ground troops, but OTOH less air.

IOW, you are not safe just because you put lots of flak in the ports.

If the question is "how can you stop Osinovets being bombed", answer is you can, put lots of flak there and use a bunch of fighters in PVOs and you can keep the damage down. It will get to the point where it's too expensive for the axis to do it. Not that they can't do it, but that they will have to consider whether they want to lose all of their bombers in the process, or use them to keep the tanks full of fuel.

If the question is "how can you stop Osinovets being taken by frontal assault from troops crossing the Neva" the answer is you can't. Don't put a lot of forces you can't afford to lose into Leningrad, you can't hold it.
