I have a question on how to actually interprete the build rate in relation to the devices listed in the pools.

For example:

Some items, like mines have abuild rate, and next to it the actual items produced during the runnign month.

However, some other items have a build rate of 0 , and nevertheless items are prodcued.

More strange, certain items have rates of 1, and much more then 1 are produced during a respective month.

I am therefroe struggling how to interprete/understand the build rate of devices....

I'll just point to one thing as you're not being specific enough. Pictures and other evidence would narrow it down.

With reinforcements on for your LCU's, once they requisition, the points are removed from Arm/Veh and the Pools are filled to the need of destroyed devices.

With the low build rate devices, it's kinda common to see more produced in a month than the rate says due to the way the "die rolls" are done for something to be produced. With the low rate devices it's kinda "on/off" situation for that day which leads to a higher production but those w/ higher production rates seem to come close to match what the mo/rate says.
