Operation Mode for airfield expansion

What "operation mode" do I need to set the Sea Bees and the EABs to inorder for them to start working on the airfield? Combat, reserve, etc? In the old WITP all you need is putting them there and things will start happening.

Engineers only build when in combat mode.
