I want to design my state ships on my own, but I want my private sector ships/bases to design themselves. I though leaving them on Automatic for update and retrofit would do this, but apparently it does nothing as in the last 20 y ears as I've upgraded reactors, engines, researched hyper drives, and such not a single design for my civilian sector has been updated.

Do I need other settings else where set up so that it will work other than in the design screen?

Am I going about this the wrong way? Is it a all ships are designed by AI/No ships are designed by AI thing?

In any case help is appreciated.

That depends on which version you are running. Assuming shadows or a patched Legends:

Keep design automation on. Enter the detailed automation screen (empire policy?). Locate the research and design part, most easily spotted by the long list of checkboxes for each design class.

Those checkboxes are key. Uncheck the classes you want to design yourself. These will not be touched by the AI, the rest will be AI designed.

There is no need to mess with the update/retrofit choices, as far as I know.
