I encountered this problem:
1. Research progress is frozen. It seemed to happen when the universe is getting crowded
2. I played twice: first game is 1400 star systems, frozen in year 2129. Second game is 700 star systems, frozen in year 2140
3. When I saved the games or a galactic news/event appear, the research progress jumped to where it should be. But then it was frozen again.
4. I played the Shadows version 1900, 1901 and test the save game with 1902
