Is there a limit (maybe 32) to the number of empires listed in the diplomacy screen? A pirate empire sold me (I am playing a pirate too) the contact for another empire and I can't find it in the diplomacy screen. Then I can't find some other pirate empires that showed up later either (I can see them in the score list but not the diplomacy list).

Another unrelated problem is Shandar empire keeps sending me popups that say they want to terminate our protection agreement but it never gets terminated. I even tried to terminate it myself but I still keep getting the popup.

Both these issues also happened to me.

I think I still have a save of a agreement that never finishes (in fact, I never agreed to it in first place)
