Raap -> Build and Queue Construction don't match (5/31/2013 3:28:57 PM)

Trying to build a research base over a planet with my constructor, I couldn't find my base among the listed options in the Build context menu. However, the research base does appear under Queue Next->Build.

I was trying to build the station over Udus Prime 5. It seems I'm unable to build my Research Station MK2 on any other occupied planet due to the missing option in the Build context menu. I've a similar problem when selecting a non-colonized planet and not using the constructor ship; the Build Research Station option appears in the lower left corner toolbar, but it says "CANNOT BUILD".

In addition this, I have what might be a related problem. My research progress counter doesn't update properly, and for every new research station I build( using queue next->build, since other ways don't work) I appear to get another 900K added to my total research potential...I'm now up at over 15000K potential, which is rather absurd.
