I'm playing as Atuuk, trying not to research anything so I'm buying and stealing tech. Does that count towards the victory conditions?

Anyway pirates (Brivust Outlaws) offered me the Armour Plating, I accept but when I check the design screen I see that I can now attach Assault Pods to my ships, but the Standard Armour is mysteriously missing.

Checking the Research Screen I realise they've sold me Ship Boarding instead, maybe my Atuuk are too stupid to notice the problem, but it seems like a bug to me.

If I have to upload a save it's from about an hour after the event occured, and the only earlier one is just after the pirates made the offer, but I can't accept it to be certain because the scrolling offer messages don't appear again on loaded games.

A different pirate faction (Red Bandits) offered me Armour Plating a little later, got the correct tech that time.

Another pirate faction (Hunted Claw Clan) constantly cancel a protection agreement over and over, I never accepted one in the first place.

Yah, there are some diplomacy issues going around.

I also seem to have different pirate factions in diplomacy vs. intelligence screens. For now my Atuuk know five pirate factions, one of them however (Black Rock Syndicate) seems to be under a different name and flag in the intelligence mission drop-down menu, I'm currently attempting to steal their territory map so I can check if they are who they claim to be...

Okay, think I have a clue to what happened here. Moments after attemping to steal the territory map I noticed that I can no longer diplomatically contact the Black Rock Syndicate, and there are now only four targets for espionage.

My best conclusion is that the Black Rock Syndicate were destroyed at the same time I opened the character screen, leaving a hole in the intelligence mission drop-down menu that was filled momentarily by some random pirate faction we haven't met yet. As soon as the window closed the game updated my information, bringing everything back to normal.
