After a bit of testing in play against the AI I think the following adjustments make mortars more sensible.

Change the base accuracy for all four mortars (2 on both sides) in the weapons file to 350 on smoke and HE instead of the overly high setting of 417. 300 makes it overly scattered and 380 is still too tightly focused on the target point. It would be better/more realistic to see something like 380 base accuracy when there is a direct observer and 300 when there is no observer with line of sight to the target (because you have no feedback on the local effect of wind etc accuracy will suffer). 350 is a good compromise. My perception of the accuracy is that there is a spread across a bit more than twice the area with a setting of 350 on base accuracy

Reducing the rate of fire to half by doubling the setting Reload Clip Time means that you get a much less intense barrage. This setting seems to be more reliable and produces better results (fro me anyway) than changing the Time to Fire setting. I set 40 for the smaller mortars and 50 for the 80/81 mm ones(4 and five seconds respectively) as a good rate of fire that allows infantry to move away a small distance at a crawl. 60 MM mortars still seem to have a high rate of fire but it is fairly realistic.

I also tried reducing the amount of ammunition for mortars to limit their dominance of infantry but the above settings do that quite well enough. It means that *most of the time* you do not have an infantry unit destroyed by a single by a single fire mission of deadly mortar fire simply because they were located and fired upon ... even when under good cover and not moving at all. Mortar fire on a prepared target against a mass charge still stops the charge as it should. General random destruction is still inflicted - it is just not targeted so accurately on a single spot.

I agree with you on mortar accuracy, I too have reduced it.
I have a large collection of books on Normandy, all which I have read through at least twice. Mortars were deadly, most casualties were from mortar and arty strikes. That's why you see the Tommy's carrying shovels. The hedges only gave linear protection from direct fire. So get to the hedge and dig in. But your right they are just a little to deadly.
