In the Design Screen, there is a subscreen, where you can choose the components, which you want to install in your newly designed ship. You can switch this subscreen, to show only the newest components and to hide the older ones. I found out (and I could reproduce this bug in the different versions of the game, at the moment I play Version 1.9.0.4) that the Titan Beam is not shown up in this subscreen (switched to the possibility only to show the newest components). If you switch to the alternative - "show all components" - the Titan Beam appears and can be installed. The problem is, that obviously the AI (if you let design your ship by the AI) chooses the components from the subscreen list, that is switched to the alternative "only show the newest components". I never saw AI-designed ships, which uses the TitanBeam, which is one of the best Beams.
