Scenario 1 (updated version from the beta thread), latest beta patch used 1123m, has been that way since i can remember)
There are some HQs, that are not in the list where you can select a new HQ (eg Southwest Area Fleet, Combined Fleet). Some units appear attached to these HQs (eg. the port units to combine with some SNLF to Special Base Forces).
Since the HQs, these units are attached to, are not in the HQ list, you have to change the HQ of both units to combine them.
Is this working as designed, a game bug or scenario data bug?
