As Pirate empire, you want gain control of an AI Empire homeworld.
The Control cap on this Homeworld was at 40%.

After a Raid the Control was 53%

I build a hidden pirate base, but the control didn't raise further.

Another Raid fight against the hidden pirate base and destroyed it, and the Control lower to 30%.

Do you need to raid the planet until you got 100%, or is there another way to increase control ?

I believe the only way is to conduct raids.

Or theoretically to lower its population until the control cap is reachable.

I thought just having military ship "at" the colony slowly increased 'control?' Have I misunderstood this aspect?

It will, as will multiple ships and blowing up stuff belonging to them. But if it's a proper empire, they'll recruit troops, and these troops limit the maximum control possible as will raw population and development.

The only choice in this case is to wreck the place via raid, invasion, or both. The damage you cause and the killings you do intimidates the populace.

There's a bug with this. One time I had 100 ships patrolling the planet with no increase in control. I then purposely moved every ship out of the system and came back with a different, smaller fleet, and the planet increased to 100%.

Another planet refused to budge past a certain number, despite more ships, whilst another reached 100% despite a larger population with fewer ships.
