How important are the TF commanders?

Bax -> How important are the TF commanders? (1/10/2003 9:41:20 PM)
I know that they are very important when it comes to surface vs. surface fights, CV battles and invasions.... But does the quality of the TF commander influence things like sub hunting skills of the escorts, or damage control of all the ships in the TF?
