I'm pretty sure that's for combining units already in the same stack - not for moving units from one stack to another, or ocmbining stacks.

Does the AI still do strange things?  Such has Lee up near the great lakes with just small unit during the middle of the war.

There is an issue in the 1.00 version where the AI can be overly aggressive. It has been fixed and will be part of the first patch.

I've been playing a grand campaign as the Union, and so far the South has been sending everything it has in Virginia towards Pittsburgh and the rest of central PA. Definitely a lingering problem from the first game. When that happens it's too easy to slip another Union army towards Richmond. The Confederate AI simply doesn't know how to cover its supply base in the east and react to the player, it simply throws everything it has northward in an attempt to capture cities.
