Panzer divisions sitting in Donbas are getting very limited fuel supplies. They are in city on rails however the fuel supply is close to zero. According to the supply details 14th PD got only 9 tons of fuel. And no, rails were not cut by partisans.
Is this WAD?

Currently it's on an operational rail hex (0 MP) but one needs to see the supply details screen to see the distance applicable during the supply distribution. It could be that it was 0 MP then as well, and then further investigation would be warranted.

This is normal during blizzard to see panzers in cities at 20-30 Mp's during blizzard.

The HQ got 240 (request) x 0.65 (rail modifier) x 0.75 (Blizzard modifier) = 119 ( should be 117 but closes enough) and sent 99 of these to 14 PD during Phase 1. Before supply 14 PD had 111 - 99 = 12 Fuel which is ( 12/196 = ) 0.06 or 6% like it says.

Thanks for the explanation. The supply details are little bit confusing.
"Fuel received(6%)" I understood this like they got only the 6%
