Noob Question - Redundant HQs? (Full Version)

I have a question that I expect could be embarrassing to ask.

When the games start there are some HQs which seem to have no subordinate units. So what are they for? And what should we do with them?

I guess its possible that Soviet HQs could lose their subordinates before turn 1, but even then what do you do with these 0CV HQ units?

If they are army HQs you will eventually need to assign units to them, you need all of your HQs. If they are corps HQs then they will vanish of their own accord. You could spend some APs to disband the more useless ones, the jury's out on whether that's a useful tactic or not.

I was having no luck getting this info out of the manual.

So do those reinforcements that turn up without an HQ need to be assigned to an HQ?
This then makes me wonder what the benefits (or penalties) of assigning a new unit to an HQ (or not)?

Well, they're attached to Stavka, so you don't have to assign them right away. And it does not cost any APs when you do assign them from Stavka.

But at the same time, there are some penalties for being attached to Stavka, (combat for one IIRC.), so at some point you'll want to assign them to a HQ.

You'll get masses of units coming across 1941 as anything destroyed before November (?) returns. Usually depleted and the assignment is Stavka. As Aurelian says, you get a free chance to assign to a new HQ (actually this applies to any real area 'district').

You want to get the Soviet OOB sorted, not least for your own sanity. Its a lot easier to think in terms of 'armies' and 'fronts' than a guddle of divisions. Also by attaching you gain bonuses in terms of access to army level assets (artillery etc), the chance to gain extra MP and the opportunity for reserves to join in a battle (which can really make the Germans cautious).

Units assigned to Stavka get an immediate combat malus. So if you are holding your replacements back you don't need to assign immediately but you do before they are likely to fight.

No harm in late summer/early autumn to have a few empty army HQs sat around Moscow to take on all these waifs and strays. Army HQs are pretty expensive to raise till 1942.

Keep the Airborne Corps HQs. They're usefull for attaching Artillery divisions
