most of my early games I could not play on, because all ships in all fleets were stuck at some station not getting the ressources needed.
Also, many "forbidden" auto-upgrades from mining bases get stuck and will not work on.

A solution might be a "refresh button" making the object reorient (also helpfull for captured freighters without warp that make their way through space to never arrive, although a new base has been build in the respective system)
or my personal favorite: a "first priority button" for supply, freeing the fleets.

I think if you have a ship doing retrofit and it has made it to a construction yard, it will be stuck until the resources are available. Otherwise, you can click Stop for that ship - or if it is in the queue at a port you can remove it from the queue, right?

In the case of ship with no hyperdrive trying to move a long distance, just tell it to Stop.

Ships wanting to refuel use the docking bays and don't get blocked by any obstruction at the construction yards. But ships wanting repair go into the queue.

thx for the info on docking and construction. The problem mentioned was that private ships get their orders when they get boarded and cannot be given orders by the state afterwords or given the "repair signal" for a construction ship. Also, when I manually order a conctruction ship to repair it, it will still try to creep at 3 speed, thereby not giving the construction ship a chance to repair it.

At first, Set all Designs to manualy retrofit. At this way you dont get a jam at the constrution. But you need to have more micromanagment, because you need to order all manualy to go for retrofit.
For private ships you need to do this over the Ship screen, since they don't accept orders from you.
And bases you can single order them to retrofit at this way. Sometimes its faster to do this like the old way. Scrap the old base, and order a Constr. ship to build a new one there.
Special when this base is far away from the next colony.
