That would typically be too many for an empire. But if you want to do this, then look at the settings "Minimum population for Small/Medium/Large spaceport" in the Construction section of the Empire Policy screen. Lowering this to zero should do what you want, although you'll obviously still need the cash to build and cashflow to maintain them. quote:
Edit - Also, why does the 'attack with nearest fleet' seem to do nothing? Maybe all of your fleets are currently busy?
