When someone makes a map of Europe how do they resolve the difference in road networks between Eastern Europe and the rest of Europe. Compared to the Western European road net the Soviet Union is Medieval, with other areas of Eastern Europe being somewhat better.

Could you somehow make all of Europe from Poland to Spain and Italy mostly roads? It might not look very good but would probably be accurate except in some mountain areas. I simply don't know how to resolve this.

One has to have a consistent standard when mapmaking- unless by some mechanism the forces in one part of a map will be very different to those operating in another.

Decide what size your units are going to be, and decide what kind of road they would need. If this means that some parts of the map are going to be completely road, fine. In such cases I tend to map only the main routes for aesthetic reasons.

To address the appearance issue, you could simply make either the improved or the unimproved road tile empty. Then you can invisibly road all the hexes you want.
