This has been discussed in the patch notes but I'm adding it here as a bug report to be sure the right eyes see it..
Defensive bases do not appear as a build option in the right click menu of planets if they are so large that they can only be built at planets. Reducing the size of the base such that it can also be built in interstellar space immediately adds the defensive base back to the right click menu.
In addition, the defensive base does not show up as a buildable design in the designs screen if it is large. However, such large bases can still be built at planets by queuing them directly from the construction yard screen.
The same problem applies to upgrading large defensive base designs. If the design is large, there is no option to upgrade it through the right click menu.
