In the manual it states:

7.2.1.13.2 AIRCRAFT CARRIERS IN BASE HEXES
Air operations by aircraft carriers are limited if the aircraft carrier is in a base hex. Aircraft
launching search, CAP or strike Missions from a carrier in a base hex will only launch 50%
of the normal amount they would have launched. If the CAP is reinforced by fighters on the
ship due to the raid being spotted in time, only 50% of the fighters on the ship will reinforce
the CAP

I was under the impression that air operation will only reduce to 50% when carriers in friendly base hex.
But someone said no, no matter friendly or enemy base hex it will all reduce to 50%.And that means you shouldn't park your carriers at the base hex to support your amphibious fleet. Stay 1 HEX away from the enemy base.

Is his statement correct? Someone please help me. Thanks a lot!

Its probably a pretty good idea to stay at least 1 hex from an enemy base regardless.

A carrier needs room to launch planes open sea(or reduced 50%)! so yes keep away from enemy ports use your LR cap to cover your guys Stay 1 HEX min away from the enemy base they is no need to go there base with CV!

Use CVE in to suport landing at base hex.
50% penalty is only for CV and CVL. CVEs are not suffer from it.

Yes, doesn't matter is the base hex belongs to you or to your opponent. the penality still applies. Coastal hexes do not have that penality

I think what he means is that a sea hex bordered by land (a coastal hex) does not suffer these penalties. Only hexes with a sea base in them (e.g., the Wake island hex itself) suffer the CV/CVL penalties described.
