I can't find it in the manual. What is the capacity of an air army?

IIRC = If I Recall Correctly

The number will vary for the Soviets as their army capacity varies over time. You should check the manual for specifics.

So an air army can support 18 air bases. That's impressive. I'm wondering if I should just disband all the other air headquarters. There doesn't seem to be any need for them. What do other players do?

You will need an Air HQ for each Front you have. As different Fronts won't support each other.

Plus you will need a few Stavka Air HQ's as well.

That and their command radius is only 5 hexes. I think they may actually be the equivalent of Corps commands - thus command ability of 8, the manual should say more.

Some air army like Long Range Air Command are directly attached to Stavka. Should they be attached to AIr HQ Front?

Long Range Air Command was used to command a collection of four smaller commands. It was disbanded in August 1941 and then reformed in early 1943. This formation was the Soviet strategic air force and was in charge of deep operations. I personally always disband the five HQs in the first few turns for the troops as my handling of the Soviet Air Force (aka VVS) does not tend to use them.
