Are the experience and training levels of specific countries reflected in the performance of a given air or naval platform? For example, does a Soviet Mig-23 perform better than a Libyan Mig-23? Or does a Mig-23 perform the same regardless of which country is using it (assuming, of course, it is the same model)?

Assuming same exact model, the Soviet MiG-23 has a lower OODA value (ie. reacts faster to new targets & threats) to reflect better training and integration on a much more advanced & automated IADS (BTW did you know that the Sovs had a digital fighter datalink before NATO did?)

No, not at this time, but I'd love to see it as an optional (with training/aggression levels specified by the scenario author) feature in the future.

ETA - well, good to know about the OODA limit. That's a substantial consideration.

If memory serves - Observe, Orient, Decide, Act. Getting inside someone's 'OODA Loop' means you get info, determine it's worth, form a plan and execute it before they do.
