Why the german flak production is well below historical levels ?

for instance:
Only 444 20mm flak guns were built in 54 turns , 44 20mm quad, 90 37mm flak, 261 88mm flak.

I'd guess because most of the full production was being deployed against the Allies to protect industry and cities?

maybe for LW, not the army :


The army got in 1941/1942

873/2502 flak 20 mm:
320/599 20mm quad
126/176 88mm flak

with 2/3 of that representing production in the first half of 1941, last half of 1942
plus the units not deployed in the east , it would leave 1532 guns available for the east.

in fact I only received 1/6.

WitE has an on-demand production system. If the units don't demand more Flak then they won't get more. Usually happens because they are filled to TOE levels, TOE is capped to a lower level and unit is beyond this. AFAIr in 43 you'll see a spike in flak demands because city AA units almost double their guns.
