Why does the elements details window list "CMN" as the faction for Union artillery rather than listing USA? Infantry, cavalry, medical, signal, generals, etc. all list "USA" as the faction.

CMN stand for common I think. It allows you to replace losses in captured artillery units. In other words they have no nationality and both sides can build those common replacement chits in their respective pools. Without this, you'd never be able to rebuild Fort Sumpter's guns or the guns of any captured artillery units, which was a problem in most of the earlier games.
