Gallo Rojo -> USSRvsGermany Battle points in Meeting Engagements. Is this a bug? (3/2/2001 10:44:00 PM)

I realize that computer always gives more battle points to USSR than to Germany on meeting engagements (around +500 for soviet side).
For example: you built a generated battle on 1943 and give USSR 3000 points and leave Germany point by default, then German player will get some thing like 2500 points. You built a battle and give Germans 3000 points and leave USSR by default, then USSR player will get around 3500 points. And so on.
This doesn’t happens on meeting engagements between German vs. UK or German vs. US. On these cases both sides has equal battle points.
Is this intentional (to represent the heist soviet production capacity) or is a bug?
In case that it were intentional (that is very logical, as Soviet army was biggest than German one, and Germans use to fight over numbered by soviet forces), why doesn’t happen the same when Germans fights against US? US production capacity was also heist than German one.
