out of HQ range movement/ resupply

I am having some strange effects with recon units out of range of HQ, with 0% ammo. I want to move them but they just stay stationary, reverting back to resupply after you give them a movement order.

andyph, Can you get us a screen shot and saved game file? Also what game version are you running? What side and unit are we talking about too? Thanks
