1st Soviet impulse flies bomber and fighter to ground strike, but unable to have Germany fly interceptors. what am I missing?

Does using air missions under a land action during your phase prevent using interceptors in the opponents phase?

Airmissions is not it. You can intercept as much as you like regardless of missions.

I am guessing you have them within interceptrange? You halve the rangenumber when intercepting.

If it is the Finnish fighter, you might not have enough Finnish units in Finland for the fighter to leave.

Another possibility is that the units being ground struck belong to a different minor country from that of the fighter. All units in the attacked hex have to cooperate with the fighter. And the fighter has to cooperate with all the other air units too.

General rule for minor countries:

Rule 19.4 Minor country units:

"RESTRICTIONS ON USE
Minor country units can move and fight outside their home country. However, you can only move a minor country land or aircraft unit from inside the home country to outside the home country, if half or more of its on – map land and aircraft units are currently inside its home country (exception: Rumania becomes a full Axis ally; see 19.6.2)."
