The attachment (MWIF 1 0 4 1.txt) contains a hot patch: version 1.0.4.1. You download the file, rename it to change the extension from TXT to ZIP, unzip the file, and replace the file MWIF.exe. This should only be done if you have already updated your version to 1.0.4.0 (a.k.a. v1.04). The modifications from version 1.0.4.0 are: 1. November 22, 2013 - Fixed a non-fatal problem with cancelling using an air reorganization point. 2. November 24, 2013 - Added more details about the problem when an error is returned trying to access the Seeking Opponent database. EDIT: This process seems to work. The name of the download file is a long string of letters and numbers. But if you ignore that and change the extension to ZIP, you'll find MWIF.exe inside the zipped file (with the crazy long name).
