It's possible to change restricted or even permanently restricted air groups to independent command just transferring the air group to ship. Also it cost no PPs.

Should not be possible to change permanently restricted units?

Using beta version t.

You should never be able to load a restricted unit on a ship. If it is possible with the latest beta, then it sounds like a bug.

I think it's always been possible with Japanese IJN units. It may be possible with Allied units but I've never tried.

I thought it was due to some ships (IJN CVE especially, or accelerated ships) arriving with no air groups.

What's the point having permanently restricted units if one can change them for free anyway?

As it's now, it cost nothing to change command of restricted IJN* air units. I don't think that's right. Actually, this way players can get some extra PPs instead...

* Edit: float plane and carrier capable air unit.

Yep. Restricted, even white restricted, carrier-capable or float plane units are still able to be transferred to a ship. It automatically changes their HQ to Independent.

I believe it works the same for USMC and USN units as it does for IJN units, but there are fewer of them.

Not to sure what else you can do. If they are carrier capable preventing them from loading onto a ship makes this ability pointless
