Here's a scan of a training Op Order for the 18th Pursuit Group from May 1941. Just a small peek into period leading up to the fateful attack.

Looks like a training exercise. The navy and army did wargame the Pearl Harbor attack several times. Admiral Joseph Reeves who retired in the late 30s was responsible for developing most of the carrier tactics used in the war. He pulled off sneak attacks on Pearl a couple of times. He got away each time. For some reason the defenders at Pearl on Dec 7, 1941 didn't heed the warning. It gave Yammamoto some ideas though.

Not only was it gamed out successfully a number of times, there were books written about such an attack. One fellow named Bywater (British Journalist) was particularly active and died in 1940 under "suspicious" circumstances. An interesting book on Bywater and the subject is Honan's Visions of Infamy.
