Hello. I have vast stacks of officers for the Union, but don't know what to do with them all. There aren't enough divisions to go around and relocating to other theaters is challenging (I often get an "illegal region" message). I would be interested to hear your advice on how to allocate officers wisely.

You have to be connected by rail to relocate a general.
