The one that transformed has 0range circles with the 1 indicator in them as normal. The one that has full MP has green railroad circles behind him that has 3 white dots in them running diagonally. Never seen these before. Why can't I build more railroad with these units? They are paramount to my offensive beyoned Minsk and towards Leningrad. I can give you the obvious answer or teach you how to find it. 99% sure the answer is near Vilnius. However, just clear your map of everything except RR hexes and manually confirm each converted hex and find which direction the next one goes. You'll find a skipped hex that you missed. Vilnius hex is the biggest oversight amongst players.
