I think there are other bits and pieces scattered around, perhaps mostly in the War Room section of the forums, but there isn't any one guide other than those that I know of, and I don't know of anything on troop generals, either. I also don't think there's anything that specifically covers how the techs improve your troops, but it appears that it's just a simple multiplier to the appropriate aspect (the attack improvements improve the base attack score by the listed percent but don't affect the defense score, the defense improvements increase the base defense score by the listed percent but don't affect the attack score, and the maintenance cost reduction reduces the troop maintenance by the listed percent; attack and defense scores are only increased for units which are recruited after the relevant tech was researched, so it's possible for you to recruit a green unit which is better in some way than an experienced unit). Note that troops of all species can eventually be made equal in strength, given sufficient experience. Some species just have a head start.
