Well, about the range it's more important for short-legged fighters than for ling endurance support A/C (AEW etc.). So, range at cruise speed for example (I expect it's close to "best range"). Sorry I do not get what you mean by "fuel over home plate", but it should take into account the fuel required to get back home + margin, yes. There's also the question of refuelling, how is it taken into account ? In fact, the internal working of CMANO might give clues (how does it decide that an A/C can/should refuel rather than RTB, etc .) However, a simple range indication even without refuelling might help.
