First of all - Hi, I'm new here. Not (entirely) new to Distant Worlds, but I have come to a point where I have some specific questions that I can't answer either with game manual or learn-by-playing method, so here I am.

Anyways, as title says - few questions.
(Note - playing "Legends", version 1.7.0.20)

1. Troop generals.
When I get a new general, his actual number percentage of whatever trait he has are greyed out, as with anyone else. So in this game a have one with troop recruitment rate greyed out, as expected. I had him stationed on a planet, dedicated for troop recruitment. Now, during the game, I received several messages his troop recruitment level increased. But that trait was still greyed out!
I'm guessing if I let him see some action, e.i., station him with a troop I use to actually invade a planet, his trait will become "visible", since the same happened to other generals I have.
But is this intended mechanic? For a trait to stay greyed out even if it supposedly levels up? Seem a bit weird, so - bug, maybe?

2. Victory conditions
This is the first time I dedicated enough time for DW to actually come to a stage where I am very close to winning. I AM winning, actually, but here is a thing I don't understand. My victory conditions threshold is 80%. I reached this at least two times now, falling back to 79% but still - when I reach threshold, must I wait certain amount of time or what? There is no info in victory screen but in the setup screen there is an option but which I understand is used to set limit "since when" victory is possible, not "how long must you hold that percentage". Correct me if I am wrong. Also - the bar showing my victory percentage does not seem to touch the end line (just a very small gap...) even when it says I have 80%...is this intentional, am I seeing things or is my "80%" actually "79.99%" or something?
In short - when do I win?

3. Mining rights vs. your military in opponents systems
So Haakonish offered me mining rights. Having most of my construction ships on auto, they run unchecked, eventually building bunch of mining stations in Haakonish' territory. Well, ok then...but here come Haakonish crying about my military in their systems because, naturally, bunch of my automated military ships patrol said mining stations, escort cargo ships etc. So what's the deal - are Haakonish just designed, game-wise, to be annoying (which they are - invading my exposed colony right at the start of the game despite being on friendly conditions and sueing for peace shortly after taking over...bastards), or is, in this specific case, something other that I am missing?
Are they stingy about FIREPOWER/CLASS of said automated ships, seeing some of them are destroyers, maybe even cruisers, capital ships? Or, must I offer Haakonish the same rights or what??
And if not - how to deal with "mining rights" pacts?

This will be all for now. A bit long-winded, but I hope some kind soul takes time to chew through my rambling.

Odd choice of forum for gameplay questions :)

1: I don't pay much attention to characters, but I don't think there are "greyed out traits". Assume they are there if shown.

2: It is probably a rounding error. Also, victory conditions may be checked only once a year or something. I myself prefer to decide when I win myself. When do I feel like the juggernaut that noone can stop? That is when the game ends.

3: I can't imagine what ships you trespass with matters (as long as they are military). I would guess the solution would be to make them even more friendly so that they grant refueling rights for the military. That ought to make them tolerant to your ships on their territory (not tested).

Keep in mind that them nagging also could be a sign (or cause) of their opinion deteriorating. You can see how they think of you in the diplomacy screen.

True, my questions are very much gameplay related, but in my defense I have to say I wasn't sure about the first two being bugs or not, so I posted as a "possible bug report". [:)]

1. I wasn't quite clear, I guess, I had some troubles explaining. What I mean is, whenever you get a new character, he usually comes with some sort of skill(s) that level up (at least as far as I know, don't remember a character that had no skills at the start?). So, the actual percentage of this skill(s) stays hidden for a while, shown as gray " ?% " right between the skill name and skill bar.
So, the guy I am talking about continues to have his skill percentage undefined, despite supposedly leveling up several times over past few years.

2. Hmmm, I am jumping between 80% and 79%, so if victory conditions are in fact checked just once a year, it could happen I miss the "deadline" and thus everything makes more sense.
As for role-play terms - well, I am in interesting position as a Teekan. No-one can match my economic prowess in quite some time and my military might is something to behold too. Then again I have big Boskara empire somewhat close to me and, surprisingly, they have yet to declare a war on me. They are the only one that come close in military power, so I am tempted to attack them first, but then again Teekan don't really do that. But if I let them be, this cold war will continue for decades...this role-playing is hard, I wanted to at least achieve a victory in "technical" conditions. [:'(]

3. Well, those annoying space frogs are one of the most friendly friendly races in the galaxy, actually, with score reaching ~60 at the times, IIRC. Sure, there are ups and downs, especially because of said ships trespassing, but eventually one of us comes back to the negotiation table with nice monetary gifts and we are all best buddies again.
They still won't offer me refueling rights tho. Might make the first move, offer them both mining and refueling rights, see how that goes.

As far as I know, there should be a "friendliness requirement" to get various treaties. The requirements depend on how friendly the race is, though, and I believe the Haakonish is among the more grumpy ones.

And space frogs? That would be the quameno, surely? The Haakonish should be run of the mill bipedal lizards or something.

Yes, Haakonish are definitely one of the more grumpy if not THE grumpiest races in DW. Let's not forget it was THEM who offered me mining rights pact in the first place and now they complain. I'm starting to think they did that just so they could stir up trouble, seeing how apart from that we get along perfectly fine. [:D]

And yes, Quameno are definitely more frog-ish. I guess I was thinking toads? Then again, not that much a difference. Their faces just say "we are here to annoy you", be it lizard-like or toad-like. [:@]

Concerning characters, Each skill a character has can advance with experience, which effectively means that the more it is used (successfully), the faster it will improve. When a character is unsuccessful, experience may still be gained, but may also be lost. From the player’s point of view, each skill a character has should have a progress bar of some kind showing progress towards the next chance of a skill increase. When a character advances in a skill, a random additional bonus is added to that skill’s value and the experience counter and progress bar for that skill is reset. Each advancement after the first should require more experience to earn.

Leaders and Scientists will display their skill levels and traits from the start.

All other characters must first do something to reveal their abilities:
Admirals: engage in a fleet battle
Generals: attack or defend in a ground battle
Intelligence Agents: complete an intelligence mission (or intercept an enemy agent)
Ambassadors: be assigned to a foreign capital for at least one year
Governors: be assigned to a colony for at least one year

So in answering your question number 1, no it is not a bug and is working as designed in Legends.

Bingeling's post made me realize I didn't quite make it clear what my problem was. I'll try to do better this time.[:D]
So I uploaded a picture bellow.
I received messages of this guy increasing his skill several times now. So I'm asking - will is his actual skill level remain hidden until he is engaged in ground battle, despite it leveling up before?

Sorry if I am pushing this a bit, but it really bugs me. If it says his level increased I want to SEE his level, dammit. [:'(]

Does the Colony Gov at the same planet got a trait like InspiringPresence maybe ?

Good call, Canute, I'd never think of that! Unfortunately, no, no Inspiring Presence on colony governor, or empire leader for that matter.

Guess I'd really have to let him see some real action, then.

Yes Vidhwansak, he will still level up (or down depending on certain factors) if
he just sits on the planet. Yes his leveling up will be affected by factors such
as a Leader or Governor (or even another Troop General stationed beside him) that
has traits such as Energetic or Inspiring Presence. But unfortunately he still needs
to see battle of some kind to remove the "fog of NOT having war"!

In addition to Canute's strategy, another method exists as well. Place him on a
loaded troop transport that's in a fleet and attack a pirate base or ship with
the fleet. At times that uncovers the skills and traits (about 80% of the time)
I've seen through testing.

Just a quick update, regarding my problem with mining rights and friendly empires being annoyed by my military ships protecting my mining stations in their territory:

I eventually got in mutual defense pact with Hakonish, which were the source of this mess. However, before their ships occasionally attacked mine, but this continued even after the alliance was formed.

After some observations, it turned out this is a well known case of "ex-pirate ships that joined your empire not having their pirate flag completely turned off".
It IS a highly possible that the ships Haakonish complained about before were ex-pirates too. I'm not 100% certain, but yeah, I'll go with that.
Guess next game I'll just have to retire all ex-pirate ships, if I wish to avoid this bug. [8|]

It is usually better to retire all captures ships for tech, anyways. The exception should be if they are far superior to what you can build yourself, like alien cruisers in early game.

Yeah, I guess so. Personally, I liked the idea of ex-pirates serving as an auxiliary military, dedicated to protecting the trade routes they once preyed upon.
