Thanks ToF is a big development over ToW, in ToW you commit units to sea and you can't do anything with them until they arrive at destination. In ToF you have a more detailed naval component to the game, you can create fleets, sub groups, the way you organise the fleets, you can provide close escort to transport groups and fight for control of sea zones. The sea element of the game is still mainly abstracted as, whether fleets will see each other and come to combat is controlled by the game, air power is very significant, either from carriers, or from land based aircraft near sea zones, but there does not seem to be much direct surface action between fleets (which is similar to historical events). ToF is a genuine improvement with many more new features and have been playing through Vista, Windows 7 and now Windows 8. Some systems are more prone to CTDs than others, Windows 7 is quite good, Windows 8 has suffered more, but I have always been able to get the game going eventually even though it may take several tries. The advantage of Windows 8 is that ToF works very well with a touch screen, the game system and displays are easy to use with touch control and it is a good way to play. You can read the forum to get an idea how good the game is, opinions differ, many people do not get past the CTDs to find how much is in the game and how easily the displays and reports can be used, there is a lot of information and features to be discovered. Part of the problem is the there is more in the game than the Manual shows. A main failing is that a lot of the problems and errors are in the design of the stock scenarios, more than in the game itself. However, the game editor is difficult to use and has its own faults, so it has not been easy for players to come up with an alternative set of scenarios, although a small number have been posted. The AI is as with many games, it can never be as good as a human player, but how good does it have to be to simulate the fumbling Allies in the early war and the desperate almost immobile Axis in the later years. Best to play the side with the historical initiative, Axis for the early years and Allies for the later period. There are specific AI problems, particularly in convoy routing, you select the ports for your convoys to route between, but the AI handles the process and can send your convoys into dangerous areas, like through the Bay of Biscay, or the Med. The conclusion is that ToF is a big development over ToW, but you may have to work to get the best out of it, in-game options and preferences can be used to balance the play, the game files are easily modded to fix some shortcomings, overall it is a shame because there is a very good game in here. See in the forum, some have enjoyed the game a lot, some haven't.
