I just got my first SE unit after MV Low Countries. I thought you had to DV to get an SE unit? Or is it random?

They`re random as far as I know. http://www.slitherine.com/forum/viewtopic.php?p=244035#p244035 Also limited in numbers. If I remember correctly you get a total of 3 for the original PzC campaign.
