vonpaul -> Lend Lease & Militia (2/1/2014 10:16:38 AM) A few things i've noticed in my game: Neutral powers can militia (specifically Russia in my game). Lending BP doesnt seem to work (France > CW). Game just ignored my trade agreement. France lend 10BP but only built 3BP and didnt lend any.

joshuamnave -> RE: Lend Lease & Militia (2/4/2014 7:24:31 AM) Yes, Russia is currently able to build militia units while still a neutral major power. RAC 4.1.2 says they should not be able to.
