Yes, destroying factories outside Germany does do damage, except for terror bombing points. In the first part of the 1943 Campaign, the Allies are desperately short of long range escort aircraft. Bombing past the Ruhr can result in massive bomber losses. Attacking closer targets in France, Belgium, and the Ruhr will not only give you victory points, it will start the long process of attribution against the Axis pilots. It also gives your pilots more experience. There are quite a few worthy targets in Western Europe as well (French aircraft factor and Belgium armaments industry). When February 1944 roles around, most of the Allied air forces have to bomb these same targets (railheads and ports) anyway, so why not get a head start?
