[&:] It has to do with how contacts are localized. Let's say you have a good cross-fix on a ship. Its AoU will gradually expand as the contact ages, based on an estimation of the ship's maximum speed. If the AoU generated by the next passive detection from a satellite is completely outside the existing contact AoU, then the old existing AoU is completely discarded and the new AoU takes its place; thus the tracking & refining begins anew.
