Can someone put me straight on this question please.
If I create a Infantry Divisiuon say I assume that that is the HQ but if I break it down I get 3 units but no HQ unit.How do I get an HQ with 3 sub-ordinate units ?

Your assumption is wrong I'm afraid.  You have HQ Units and Combat Units - they are either one or the other.  Only some Combat Units can split.   

The only HQ Units are Corps HQs and above.  Divisions are Combat Units.  To get an HQ with 3 Units you need to attach three Combat Units to a HQ.

Ask again if you are still unclear.

John, thanks for the quick explanation.
So nothing below Corps level,thats not very realistic,any idea why this was made so ?

Yes - with the scale of the game of 10 mile hexes and week long turns the 'baseline' combat unit in game is the Division although there are smaller units like Bdes and Regts.  Therefore you only need Corps HQs.  Although the Soviets have some Corps HQs they mainly have Army HQs and above.

Combat Units do include a HQ 'slice' but there is no need to have a separate HQ for every unit.    Given the role that HQ units play in the mechanics of the game there is no need to have loads more counters on the map.  Taking this argument to an extreme where would you draw the line in terms of realism as even platoons have separate HQs?
