I am trying to get a multiform group of attackers to unload their weapons at the same time... its was easy for the warplanes, because I could time their arrival into standoff range, but the sub which is in range from the start immediately goes offensive at the start of the scenario even though its strike mission is inactive and it has been told not to engage targets of opportunity.
What could I be missing?
