Is this option realistic, or more of a cheat? In reading about it, it sounds unrealistic in that a unit is immediately brought up to 30% supply. Does this include any unit downtime?

Meh, it's realistic enough for a game.  A good company XO, 1SG or supply sgt could have some emergency resupply onhand and brought up.  Or units could have some resupply pre-staged or cached nearby.  Who knows, who cares?  If it still seems like a cheat, then turn it off and use Resupply orders.

Sorry for going slightly off-topic, but I think it would be great if resupply required supply vehicles/helicopters that bring supplies to forward supply points, this way the player must decide where is the best/safest hex's to place forward ammunition dumps, and supply routes would need to be guarded.

We have supply abstracted out (along with a few other functions) to keep the focus on the overall battle. The assumption (yes assuming is bad in most cases) is you have supply to you sector of the fight and there are some supply trucks in the local area ready to off load some ammo and fuel. When you order a resupply or a unit goes into resupply for low ammo it works to disengage from the enemy and then take time to load ammo, fuel (also abstracted), and recovery for the troops/crew. We are doing work in 2.04 to make that work smoother and more intelligently. The game scale and timing is such that trying to add in major logistics would be overkill. The game focuses down to the engagement planning and battle. The items that are tracked that you do lose are ammo and readiness/morale. If the game scale was larger where multi-day operations over a couple hundred kilometers was being modeled we would have to model logistic in detail. Scope is everything in a design. We are also looking to add new elements into the game system over time too. 2.1 will have a number of new features when it rolls out.

This gets to my original question - it sounds like the automatic resupply does take into account the time to resupply to the 30%. Am I understanding this correctly?

I need to look at the automatic. I think it just happens over a handful of minutes instead of the unit taking "combat" actions (targeting and shooting, etc.). The automatic only does ammo too. There is no improvement in readiness, in fact I think there is a small hit.

30% of a basic load for a platoon ain't gonna fit in the 1SG's M113. We're talking a LOGPAC with HEMMETs or 5 tons. Fuel probably isn't an issue for the time and distance of the scenarios.

Again think of the emergency resupply as one a small cheat to help new players. Ammo on the modern battlefield just evaporates in a matter of minutes. So we are giving units the chance to redistribute ammo or dip into local supplies. As for fuel, Jeff is spot on. The scale is too small so it has been abstracted out.
