Sometimes the stealth move marker does not get removed in the admin phase. So in the next turn I cannot spot with the scout unit even though I did not use stealth move that turn. I might be missing something but this looks like a bug. Maybe you have to do it that way so an adjacent unit cannot spot you? Save attached.

It looks like this is specifically not cleared off in the Admin Phase. I don't remember why that is. It might have been a remnant from an experiment with a different way of doing Stealth. I'll ask Mark.
