I loaded your game and RTB'ed the last two CW TRS in 1.1.8.3 (Beta version of 1.1.8.2).
I could close the phase, although the game started to do calculations (I think supply) which took 8 seconds and than came back with a status that CW still was active, although no ships were selectable anymore. After a second closure the game took less time, and went to the Japanese RTB phase.
it did not crash at my side. If you are not playing in 1.1.8.2 I advice to take that public beta and try it again.
I will report this on the beta side as the CW phase could not be closed in one go.
